These programs are very helpful because they allow for a safe space free of judgement for the girls to learn. Also they provide parenting classes and supportive services for the girls as well as a daycare room right next door to the classroom so they can care for their babies, BF and be active parents while finishing their education. Most of the girls go on to better jobs and higher education after being in a program like this as opposed to being left to their own devices.
It also provides them with a support system that can make a big difference. Imagine having morning sickness when sitting a "regular class" or having to ask to go pee every 10 minutes or if you recently had your baby having your breasts start leaking in class...

Have classes for infants, and either mom/dad/sitter/grandma etc can go. You may have better luck going the community class route.
Your worries about bonding and interaction and education are all totally normal. I think as new parents we all feel this way. I did read a few parenting magazines (they come in the mail for free, I'm sure you get them) They always have tips on what types of games to play.
Lots of hugs, and walks outside. Also, when babies are that young it is very hard to interact, but they are stimulated visually with rattles and other toys, stimulated by sounds like music and birds, motion like dancing, etc

To do is call your school district and find out if there is a teen parent program in a local high school so she can finish her education and learn to be a good parent.
She cannot take care of this child without finishing her education and she will need help with that. Like it or not, agree or disagree with her being pregnant the fact remains that she is pregnant and of she chooses to have the child she will need to take care of it. That means being educated.
Also those programs include parenting classes which she will also need.

I would suggest that these only begin to address the problem, and they don't address the root. I think that things need to be done to get parents more invested in their kids' education. They need early parenting classes and head start kinds of programs. Education needs to be seen as a way to improve one's life. That's not at all the case in inner cities right now. Education doesn't do squat for impoverished people. So it's no wonder parents aren't invested in it.
If the culture around education can be altered with parenting classes and preschool, inner city parents might start to see some value in education.
